How UAE developer payment plans really work

Off-Plan & New Launches
Payment plans are the engine of the UAE off-plan market — and the part buyers most often misunderstand. Here is exactly how they work, with the fine print developers rarely volunteer.
The anatomy of a plan
A payment plan splits the purchase price into instalments across (and sometimes beyond) construction. A typical 60/40 plan looks like: 10% booking, 50% in construction-linked instalments, 40% at handover. A post-handover plan pushes part of the price past completion — e.g. 60% during construction, then 40% over 3 years while you already live in (or rent out) the unit.
The main plan types
- Construction-linked: instalments unlock at physical milestones (20% structure, 40% façade…). The safest — you pay as the building actually rises.
- Time-linked: instalments on calendar dates regardless of progress. Acceptable only with top-tier developers.
- Post-handover: the developer effectively finances part of your purchase interest-free. Prices are usually a touch higher — you are paying for the financing convenience.
- 1% monthly: marketing-friendly plans that stretch small instalments over years; check the total timeline and the balloon payments hiding at milestones.
The fine print that matters
- Oqood fee: the 4% DLD registration is normally due upfront on off-plan purchases, plus a small admin fee.
- Default clauses: UAE law lets developers retain a portion of paid amounts if you default — know the ladder before you sign.
- Resale gates: most developers require 30–40% paid before you can resell the contract, sometimes with an NOC fee.
- Escrow: your instalments MUST go to the project's registered escrow account — never to any other account, ever.
- Handover extras: budget for the final DLD title formalities and utility connections at completion.
Choosing the right plan for you
- Strong monthly income, limited capital: 1% monthly or long construction-linked plans fit salaries.
- Investor planning to flip: minimise pre-handover outlay; watch the resale gate percentage.
- End-user keeping the home: post-handover plans let rent-equivalent payments finish your purchase.
A worked example
AED 1.2M townhouse, 10/50/40 post-handover over 2 years: AED 120K booking + 4% Oqood (~AED 48K), then AED 600K across 30 months of construction (~AED 20K/month), then AED 480K across 24 months while the unit earns ~AED 7K/month in rent — the rent covers most of the tail. This is why payment plans changed who can afford to buy in Dubai.
